Here is why...

We have learned that the Xbox LIVE marketplace code in the Forza Motorsport 3 LCE box isn't downloading the LCE theme like it should. We're aware of this issue and are working with relevant parties at Xbox LIVE to resolve the situation. Please check back here on 11/02/09 for an update on how you will receive your token code. We're sorry for any confusion or inconvenience this may have caused!

To get free Forza 3 premium theme go to www.xbox.com sign in and open another window/tab come here and click this link:
http://marketplace.xbox.com/en-US/games/offers/033f0003-0000-4000-8000-00004d53084d?cid=SLink
Once there select the option to download the theme once thats done go on your xbox and check active downloads, if its like mine and says its set to download on a different console download it anyways.

Edit: I talked to slayer and he downloaded the theme so you dont even need to buy the game to get it for free. :)
